1. Set the instant pot to sauté mode. Add just a little oil and then fry the ground beef until starting to brown.
2. Add the cabbage, carrots, and onions and continue to sauté until they are just starting to soften, around 5 minutes. Cancel sauté mode.
3. Add the remaining ingredients and mix well. Feel free to use canned tomatoes if desired.
4. Set the Instant Pot to 20 minutes on pressure cook/manual.
