1. Preheat an oven to 375 degrees F.
2. Fry the ground beef until mostly cooked through. Remove from pan temporarily.
3. Add in the green pepper, carrot, celery, and onion. Fry until soft.
4. Add in the garlic and fresh tomatoes and mix in.
5. Add the jar of passata, brown sugar, mustard, Worcestershire, oregano, thyme, salt, and pepper. Adjust flavours as desired. Bring the mixture to a simmer and add the ground beef back in. Let cook for a few minutes, then transfer to the bottom of a casserole dish.
6. In a large bowl combine the dry biscuit ingredients. Add in the cold butter and chop in to the flour to mix evenly. Add the milk and combine well. Mix in the cheese making sure to spread it out evenly. When the
dough is formed, make eight equal-sized biscuits and place over the top of sloppy joe mix.
7. Bake in the oven for ~15 minutes. Optional: for the final 1-2 mins broil on high to make the top golden brown.
